EVALUATION OF THE RATES AND STRUCTURES OF EXCISE DUTY ON ALCOHOL AND ALCOHOLIC BEVERAGES. Contribution by FARM EUROPE As part of the reflection to evaluate and possibly modify excise duty on alcoholic beverages, Farm Europe wants to express its questioning to the relevance of a possible increase in excise duty on wine -which are currently at zero, basically leaving the Member States free to set their own excise taxes. First of all, it should be recalled that wine is a fundamental agricultural product for Europe. The sector is a significant economic and commercial force and provides about 3 million jobs. And like other European agricultural sectors, it contributes to keeping alive the rural landscape and the economic and social fabric of the European countryside.

…it contributes to keeping alive the rural landscape and the economic and social fabric of the European countryside. Moreover, wine represents an element of identity, a symbol of the European way of life, a very strong link to local traditions and gastronomic cultures. The Commission wants to relate a possible revision of excise duty on alcohol products to Europe's Beating Cancer Plan, introducing the idea that we need to tax alcohol more because it is bad for our health. This link does not take into account different levels of consumption. Indeed, it is crucial to distinguish moderate consumption from excessive consumption of alcoholic beverages.

Indeed, it is crucial to distinguish moderate consumption from excessive consumption of alcoholic beverages. On February 2022, the European Parliament in its report of the special Beating Cancer (BECA) Committee "Strengthening Europe in the fight against cancer - towards a comprehensive and coordinated strategy "introduced the concept of alcohol " harmful consumption." Ref. Ares(2022)4910401 - 05/07/2022 We believe that not distinguishing between levels of consumption sends an unclear message to consumers and does not provide them with a qualified message about the real risks to their health. The notion of responsible consumption must be at the heart of prevention policies and the fight against excessive consumption. By attacking all forms of consumption, including weak ones, we are denying the pleasure, sharing and conviviality that can be associated with wine consumption.

…weak ones, we are denying the pleasure, sharing and conviviality that can be associated with wine consumption. The responsibility of public policies is therefore to find the right tools to combat excessive consumption, for example through information campaigns against overuse. Taxing for health purposes is failing, it is a wrong tool if the goal is to reduce excessive alcohol consumption. Indeed, excessive alcohol consumption is related to multiple behaviors and depends on age groups, socio-cultural level, type of alcoholic beverage. For example, wine in Europe is often linked to gastronomic culture, mealtime, and less to abuse.

…of alcoholic beverage. For example, wine in Europe is often linked to gastronomic culture, mealtime, and less to abuse. For all these reasons, Farm Europe believes that further taxing the wine sector in addition to punishing a sector of excellence, alive, a symbol of the European way of life, is not a suitable measure to reduce harmful alcohol consumption and protect the health of citizens.
