Contribution by FARM EUROPE As part of the reflection to evaluate and possibly modify excise duty on alcoholic beverages, Farm Europe wants to express its questioning to the relevance of a possible increase in excise duty on wine -which are currently at zero, basically leaving the Member States free to set their own excise taxes. First of all, it should be recalled that wine is a fundamental agricultural product for Europe. The sector is a significant economic and commercial force and provides about 3 million jobs. And like other European agricultural sectors, it contributes to keeping alive the rural landscape and the economic and social fabric of the European countryside.

Moreover, wine represents an element of identity, a symbol of the European way of life, a very strong link to local traditions and gastronomic cultures. The Commission wants to relate a possible revision of excise duty on alcohol products to Europe's Beating Cancer Plan, introducing the idea that we need to tax alcohol more because it is bad for our health. Taxing for health purposes is failing, it is a wrong tool if the goal is to reduce excessive alcohol consumption. Indeed, excessive alcohol consumption is related to multiple behaviors and depends on age groups, socio-cultural level, type of alcoholic beverage.
