…recycling targets currently in force, overseeing Packaging Material Consortia and other economic operator co-operation. - acquiring data relating to packaging flows in and out of the country and from the economic operators involved. - supplying the data collected and information requested by the Italian Ministry of Ecological Transition (MITE). COREPLA is the National Consortium for the Collection and Recycling of Plastic packaging, part of the "CONAI System". COREPLA is a non- profit private consortium operating according to principles of efficacy, efficiency and cost optimisation in order to conform to regulatory requirements and achieve the recycling objectives for all types of plastic packaging on the market: • sustaining Municipalities in the development of plastic packaging separate collection services and granting them economical compensation to cover the costs sustained in implementing these services, according to a national agreement established between CONAI and ANCI (National Association of Italian Municipalities); • guaranteeing preparation for recycling of material collected and taking charge of all the necessary preliminary work in order to make it technically feasible and economically sustainable, as well as…

…recycling and promoting research to develop industrial recycling opportunities and applications of recycled plastic. On the basis of a reporting system implemented according to Packaging and Packaging waste Directive, CONAI and COREPLA highlight that retroactive reporting is critical, especially if it is also based on compositional analysis of mixed waste. The Regulation entering in force in 2023 Ref. Ares(2022)6851785 - 04/10/2022 should be applicable for data collected in 2024, and allow for a transitional period for previous years.

- 04/10/2022 should be applicable for data collected in 2024, and allow for a transitional period for previous years. Regarding the calculation methodology, the Regulation 2021/770/EC states that it shall apply the same methodology as defined by the Packaging and Packaging waste Directive, namely according to Decision 2005/270 as amended in 2019 and explained in EUROSTAT guidance, https://ec.europa.eu/eurostat/documents/342366/351811/PPW+- +Guidance+for+the+compilation+and+reporting+of+data+on+packaging+and+packaging+wa ste.pdf/297d0cda-e5ff-41e5-855b-5d0abe425673?t=1621978014507 The proposed Draft Implementing Regulation is not consistent with the above methodology stemming from the PPWD.

…proposed Draft Implementing Regulation is not consistent with the above methodology stemming from the PPWD. This is especially the case with regards to the calculation of generated packaging waste which, according to Decision 2005/270, is equal to the amount of packaging placed in the market by obliged industries of a given Member State and is cross checked every 5 years according to the packaging waste collected. The additional request of the Draft Implementing Regulation of a mandatory yearly report of packaging waste generation calculated from waste production is not justified. Moreover, it will result in additional administrative cost for the industry and public authorities as well as generate another data collection and reporting stream for the EU own-resource budget, which is different from the data collected through EUROSTAT for reporting obligations under the PPWD.
