The European Balloon & Party Council (EBPC) welcomes the opportunity to provide feedback on the proposed Commission Delegated Decision Supplementing Regulation (EU) 2025/40 (Packaging and Packaging Waste Regulation PPWR) by exempting pallet wrappings and straps from the 100% reuse requirements set out in Article 29(2) and (3). EBPC supports the objectives of the PPWR and the transition towards a circular economy. However, we consider the proposed exemption necessary, proportionate and evidence-based, particularly for SME-dominated sectors with fragmented and seasonal supply chains.
