2026-09-15 · Conditions for importing recycled materials into the EU for use in packaging ↗ originalus šaltinis
We support the establishment of a robust framework that safeguards the credibility of the PPWR recycled-content targets while enabling high-quality recycled materials produced both within and outside the EU to contribute to the circular economy under fair conditions. Equivalence of recycled content collected, sorted or recycled outside the EU should be assessed on the basis of objective and verifiable conditions and outcomes at the relevant stages of the supply chain, rather than on the country or region of origin as such. Recycled materials produced outside the EU should be eligible to count towards the PPWR recycled-content targets where it can be objectively demonstrated that the…
2026-09-15 · Sustainability criteria for plastic recycling technologies ↗ originalus šaltinis
We support the development of effective sustainability criteria that contribute to the PPWR's circular-economy objectives and facilitate the uptake of high-quality recycled materials. Sustainability criteria for plastic recycling technologies should be outcome-based and technology-neutral. Rather than giving ex ante preference to, or excluding, mechanical, chemical or other recycling technologies, the criteria should consider both the characteristics of waste inputs and the quality, functionality, performance and intended end-use of recycled outputs. In particular, the complementary roles of different recycling technologies across different waste streams should be recognised. The…
2026-09-15 · Rules for the calculation and verification of recycled content in plastic packaging ↗ originalus šaltinis
We support the development of a clear, practical and verifiable methodology for calculating and verifying recycled content that can be applied consistently throughout the EU. The methodology should be consistent with the basic calculation framework under Article 7(1) and (2) of the PPWR, including calculation per packaging type and format as an average per manufacturing plant and year. It should avoid unnecessarily granular physical traceability requirements. Responsibilities should be clearly and proportionately allocated, taking into account each operator's role, access to information and practical ability to exercise control. Downstream operators should be able to reasonably rely on…

1. We promote open trade and investment We promote open markets for trade and investment. We place the free flow of goods and services, and the creation of a favourable environment for investment between the EU and Japan at the top of our agenda. We support the deepening of EU-Japan trade relations through an ambitious Free Trade Agreement (FTA) and fair market access that will contribute substantially to industrial growth and job creation. Beyond bilateral agreements, we foster cooperation between the EU and Japan to realise new multilateral agreements in the World Trade Organisation in order to bring economic advantages to all parties. We support the timely development of business and strive to remove the administrative hurdles that our member companies face when integrating their European activities, for example when dispatching executives or transferring personal data between the two regions. 2. We encourage a common regulatory framework Businesses, wherever they are based, need a clear legal and regulatory framework to effectively operate and grow. Instead of a fragmented situation, they need international standards to be able to compete on a level playing field and to contribute to economic growth. Mutual engagement from the EU and Japan for better regulatory cooperation is crucial to foster sustainable competitiveness and smart innovation in both economies. We promote the implementation of common regulatory frameworks and international standards in a number of sectors in order to enable Japanese and European companies to operate in a predictable and harmonised regulatory environment. 3.
