The French Insurance Federation is grateful for the opportunity to comment on the enclosed roadmap for a review of VAT rules applicable to financial and insurance services. The industry fully supports the initiative for a global review of current applicable VAT rules. It is indeed of major importance for the industry that the growing legal uncertainty in the interpretation of VAT rules applicable throughout the EU market should be addressed. The VAT rules that are applicable to insurance services should be clear, efficient and easy to implement with the least possible occurrence of irrecoverable VAT issues or distortive side-effects of any new set of rules.
