CEFS welcomes the European Commissions Environmental Omnibus initiative to reduce administrative burdens in environmental legislation. The objectives of simplifying requirements and improving regulatory efficiency are essential to ensure that the EU environmental policy remains both effective and implementable for industrial operators. However, CEFS stresses that simplification can only be effective if it is timely, legally certain, and coherent across instruments. Without early clarity and alignment between legislative changes and implementing guidance, the proposed measures risk failing to deliver tangible relief in practice. CEFS, representing EU sugar manufacturers, welcomes the initiative to simplify and streamline administrative requirements related to the environment in the areas of waste, products, industrial emissions, and permitting relating to environmental assessments. We would like to propose the following concrete measures: WASTE CEFS calls for nuance in the Waste Framework Directive to acknowledge the existence of residue streams, in line with the definition found within the Renewable Energy Directive.
