In the view of the SCHP ČR, the implementing act should establish a legally predictable, non-discriminatory and practically enforceable system for recognising recycled content originating in third countries. The assessment must be based on the level of protection and quality actually achieved, rather than on the formal identity of legal provisions, while maintaining independent verification and effective safeguards against fraudulent declarations. SCHP ČR supports the establishment of technology-neutral, harmonised and scientifically robust criteria based on the demonstrable environmental impact of the specific facility concerned, rather than solely on the type of technology employed. The assessment of recycling technologies should take into account the quality and usability of the output, material yield, energy intensity, greenhouse gas emissions and other environmental impacts. Input- and output-based assessments should be combined, with the decisive criterion being the ability of the recycled material to replace virgin material in a comparable application. The Association of the Chemical Industry of the Czech Republic (SCHP ČR) supports the establishment of a harmonised methodology for calculating and verifying the recycled content of plastics in packaging throughout the EU, in order to ensure the consistent application of the PPWR requirements and to support the objectives of the circular economy. With a view to achieving these objectives, SCHP ČR proposes the introduction of a uniform, legally clear and technically feasible EU methodology for calculating, reporting and verifying recycled content in plastic packaging. Obecně patří mezi hlavní řešená témata patří univerzální témata legislativního charakteru na úrovni EU i národní úrovni mimo dosah ostatních výborů (zákon o prokazování původu majetku, insolvenční zákon, zákon o registru smluv, zákon o zadávání veřejných zakázek a další). Další funkcí je zajištění „legislativního pohledu“ na témata souvisejícími s činnostmi ostatních výborů a spolupráce s nimi (energetika, EU ETS, obnovitelné zdroje energie, energetická účinnost, voda, obaly, EIA, stavební zákon, integrovaná prevence, ochrana ovzduší atd.) a posouzení dopadu na konkurenceschopnost českého chemického průmyslu.
Konkrétně ve spojitosti s EU pak otázky realizace Green Deal, Clinate Law, Fit for 55, REACH a další otázky spojené s konkrétními výrobních procesy, energetikou, bezpečnostní a konkrétními látkami v chemickém průmyslu.
