Public Consultation to inform the review of the requirements for packaging and other measures to prevent packaging waste General Feedback – Association of public services and enterprises Austria We welcome the EU Commission's Consultation Strategy on the "Review of the requirements for packaging and other measures to prevent packaging waste". In general we share the same views and the listed measures concerning recyclability and therefore reducing complexity as well as introducing recycled content targets of specific packaging formats are very well appreciated and mandatory. Waste prevention is the most efficient way to improve resource efficiency and to reduce the environmental impact of waste. As a first step, it seems to be important to take appropriate measures to increase the share of reusable packaging placed on the market and the re-use of packaging.

Further the planned restriction of packaging, especially where alternative re-usable packaging or systems are possible, has to be highlighted. We underline, that not only re-use but recycling is only possible if products are designed in a way to ensure their recyclability and sortability. Therefore recyclability should be verified before a product is put on the market in order to avoid treatment bottlenecks. This must not only be transparent for the consumer, but must also address automatic sorting processes. Finally yet importantly, we would like to point out that the European strategy on the prevention and recyclability of packaging waste can only be effective, if based on the contributions of all partners involved.

The waste management and recycling sector generally cannot influence certain processes in the upstream chain and therefore cannot meet upcoming challenges on its own. It is mandatory that every player in the value chain of packaging material contributes to the goals to reduce packaging waste and make Europe more circular. Ref. Ares(2020)7910940 - 23/12/2020
