The delegated act addresses the reuse obligations for transport packaging under Regulation (EU) 2025/40. While the Regulation sets a 40% reuse target by 2030 and foresees a 100% reuse requirement across operators sites, the explanatory memorandum acknowledges the disproportionate costs associated with full compliance and proposes an exemption from the 100% obligation. Confetra supports the Commissions approach, considering the proposed derogation necessary to ensure proportionality and avoid excessive burdens on transport and logistics operators.

The explanatory memorandum accompanying the delegated act acknowledges the cost implications for economic operators associated with compliance with the objectives laid down in the Regulation and considers the 100% reuse requirement to be disproportionate.
