Potravinářská komora ČR požaduje úplné vyjmutí folií a pásek z povinností opětovného použití podle článku 29 PPWR. Důvodem jsou zásadní praktické překážky pro opětovné použití těchto obalových formátů v potravinářském průmyslu. Na rozdíl od obalových řešení navržených k opakovanému použití se tyto obalové materiály při použití nevratně deformují, což znemožňuje jejich znovupoužití při zachování původních vlastností. The Federation of Food and Drink Industries of the Czech Republic demands a complete exemption of films and straps from the obligations of reuse under Article 29 of the PPWR. The reason is fundamental practical obstacles to the reuse of these packaging formats in the food industry. Unlike packaging solutions designed for reuse, these packaging materials are irreversibly deformed during application, which makes it impossible to reuse them while maintaining their original properties. At the same time, relevant reusable alternatives are not available on scale. From a technological point of view, available alternatives for the reuse of stretch films and straps are not compatible with existing automated packaging lines, widely used across sectors such as food, beverages or cosmetics, packaged in very high volumes at speed.

This situation is further exacerbated by the fact that there are no commercially available automated systems for applying reusable films and straps on the market, and the technological readiness of these solutions remains low, which precludes their widespread introduction by 2030. In terms of safety and hygiene, reusable solutions show limited functionality, especially for mixed loads, i.e. pallets containing a combination of different products, packaging sizes or packaging shapes. Reusable systems have not yet demonstrated the ability to provide a comparable level of stability and load protection as stretch foils or straps, while placing increased demands on hygienic maintenance, especially in the food sector, which further increases operational demands.

During application, they are contaminated with dust, oil, moisture and other substances from the transported goods, while the absorption of odours and chemicals make their cleaning practically impossible. After the first use, these materials lose key technical properties such as elasticity, adhesion and barrier capabilities, i.e. the ability to effectively protect the load from external influences such as moisture, dust, mechanical stress and unwanted movement during handling and transport. Economic impacts represent a significant barrier, especially for SMEs.

The transition to reuse systems requires high investments in new technology, infrastructure and packaging tracking systems, while generating additional operational costs associated with reverse logistics involving the return, hygienic maintenance and redistribution of packaging, which increases operational complexity, cost and related emissions. In addition, export-oriented operators would need to operate parallel packaging systems, as the requirements for the reuse of packaging do not apply outside the EU and the return of packaging from third countries is not logistically nor economically feasible.
