Review of the Packaging and Packaging Waste Directive Club Bio-plastiques position paper Plastics which are both biobased and compostable could play a significant role in reducing the impact on the environment and climate of the packaging sector. Waste management issues are not going to be solved by increasing mechanical recycling only. Our common willing to achieve a 100% rate of recycling implies to take complementary solutions into account. In the former PPWD, Prevention and Reused were highlighted options, followed by Recycling in the meaning of both organic and mechanical recycling. Indeed, Biowaste collection targets will necessary lead to a large development of organic recycling facilities across EU. As they are fully organically recyclable, compostable plastics will be needed as introduced by the Italian example.

Indeed, they help recover unavoidable waste which are not mechanically recyclable for technical, economic and environmental reasons. Avoiding contamination of compost by conventional plastics, they improve biowaste collection and treatment to ensure high value compost which will improve soil fertility. These facts led France to publish a law to exempt them of single-use plastic bags ban in 2015. Recently, in its latest publications, the French Environment agency ADEME underlines that compostable plastics are recommended and efficient in order to develop biowaste collection.

As a national association and in accordance with the European Bioplastics Association, we also advocate that EPR fees should cover the cost of recycling in industrial composting/AD facilities in order to meet the separate collection of biowaste targets by 2024. This would help boost innovation and financial incentives in the modernisation and creation of new organic recycling infrastructures in the EU. Moreover, the use of sustainable, renewable resources and, consequently, the boosting of a circular European bioeconomy, is already strongly advocated by the Commission itself through its recent Bioeconomy Strategy and its Plastics Strategy.

For consequence and as European Bioplastics association underlines, the benefits of using renewable resources for the manufacture of packaging should also be reflected in the Essential Requirements as well as in guidelines for the ecomodulation of EPR fees. Finally, the development of compostable plastics/packaging would make it possible to relocate the entire value chain (from agriculture to the production of high quality compost and the production and processing of resins) in Europe.
