Developing circular economy and empowering public authorities and consumers – making them responsible and active part of the circular economy – is one of the key objectives of the Commission as expressed in the new Circular Economy Action Plan (CEAP1) and the European Green Deal2. It is my firm conviction that we will not succeed without them nor without the innovative and creative solutions such as yours. The current EU legislation requires that Member States ensure separate collection of five waste steams: paper and cardboard, glass, metals, plastic and wood. In the future, they will be obliged to do so also for bio-waste and hazardous household waste.

While separate collection must be put in place, this legislation leaves a lot of discretion to the Member States in the design of the separate collection models. In the new CEAP, however, the Commission committed to look at possibilities to further harmonise the different separate waste collection systems that exist in the EU. I think it would be interesting to use your project as one of the best practice examples to be taken into account in our future work. The technical work related to this model is expected to start in 2021 and I suggest you contact us again in the beginning of 2021 to set up an on-line meeting with key persons involved.

EcoSynergy System d.o.o., Tehnološki park 19, 1000 Ljubljana, www.ecosynergysystem.com, e-mail: [email protected] Suggestion for an EU public hearing on Directive 94/62 / EC - Waste management & Secondary Materials We monitor EU departments preparing legislative proposals for the circular economy and inform you that in Slovenia in 2018/19 we tested a new framework of economy of the circular economy and proved in food and non-food products the industry's readiness to change the type and form of packaging and inclusion of all segments of the population, which in the test period showed 96% revisit and yield of pure fractions of materials in packaging 98-99%, which exceeds the standards of inputs of pure materials into the processing industry. We would like to inform with this information that this system is ready for operational implementation for the entire territory of the Republic of Slovenia. In the pilot period 2018/2019, the EcoSynergy System proved the delivery of pure fractions from the population and industry in the amount of 98 -99% of pure materials, suitable for immediate implementation in recycling processes.

The system has confirmed the following contents: If the owner of the packaging or the producer who has residues of materials from production processes submits a pure fraction in a purity classes of norms for entry into the producer-processing industry, such delivery is considered as delivery of raw materials and not as waste, because after delivery the only stage is preparation of material for transport (compression, shredding, palletizing for transport to the processing industry).

Any delivery of pure fractions of materials, which does not include any added activity of the existing utility arrangements in the country and is suitable for immediate production processes in terms of its structure of materials and purity - is considered as already created raw material suitable for reuse. In the future, it is necessary to introduce molecular control of materials that have been used several times and supplemented in production processes by adding base materials, so as to determine the fatigue or utilization of molecular structures of materials and determine the level of unsuitability of reuse and then materials can be classified as waste for energy or thermal use.
