The European Nurserystock Association (ENA) welcomes the Commissions effort to harmonise registration and reporting under Regulation (EU) 2025/40, but stresses that the system must be proportionate to the structure of the nursery sector. Across 17 European countries, the sector comprises more than 33,000 businesses, 113,689 ha of production and an estimated production value of EUR 8.0 billion. Data supplied by ENA national member associations (reference years 20222025) show a highly fragmented sector with many relatively small operators and limited in-house administrative capacity.
